The Report was born under the dual background of how to promote the healthy and orderly development of non-profit organizations, improve the internal governance structure and internal supervision mechanism. Based on general observation and typical case interviews, the report found the most intuitive problems such as the imperfect supervisory system, the lack of responsibility of supervisors, the lack of professional ability, and the negative behavior of supervisors. The Report has already taken a crucial step towards "building something out of nothing". According to the characteristics of the research object, the Report uses the system effectiveness theory to promote the effectiveness model of the supervisor system of non-profit organizations, and verifies the model by using QCA method. Based on the cultural perspective, the report observes that the real force that determines the effectiveness of the supervisory system of non-profit organizations is cultural factors such as values and organizational vision. The reason why we should study the supervisory system of NPO is to promote NPO to be faithful to its own purpose and mission, which is the goal and function it should achieve.

Lei Yongsheng, president of Inner Mongolia Lao Niu Foundation and chief supervisor of China Charity Alliance, said that this is a research based on reality, responding to the problems of The Times, reasonable and logical, and will certainly play a positive role in improving the governance of the healthy and orderly development of China's non-profit organizations in the future.
